Think about what your brain does when you encounter blue potatos, or blue potato salad. We associate foods with certain looks and colors. Decorating the plate and garnishing the food are attempts to appeal to the eater.

Garnish has more to do with plate presentation and decoration has to with display. The garde manger is the area of the kitchen that is responsible for decorating. If you have been to an elaborate buffet you will have seen trays of cold food laid out almost like a work of art. That is part of the whole theme of the buffet. It is both meant to decorate and to be eaten. There may be other decorations that while they could be eating are really not meant to be. Like a chocolate carving from the pastry chef. Then there are decorations that you probably would not want to eat like flowers made from raw turnips or potatoes that have been dyed with food coloring. Garnish is something that is put on a plate to enhance the beauty of the plate presentation . The garnish should always be edible.

I would say it serves several purposes
1. it appeals to the eyes.before you taste or sometimes even smell a food ,you see it.therefore upon seeing a well decorated dish the mind says this looks good ,it will taste good.heightening the anticipation and wetting the appetite.
2. It appeals to the emotions of the diner. makes them feel special that so much time and effort were taken to prepare a meal for them.
3.increases awareness in the diner making them have a full sense of the food.and appreciation for the meal.

People "Eat" with their eyes. If it is visibly appealing then that will start your mouth to looking forward to trying this dish out. Besides, a pretty decorated plate always makes your table look great and you a great host or hostess.

Eating is very visual, if something looks good you want to eat it, if i looks unappealing you'll walk away so they garnish and decorate to catch your eye, so you'll fill your stomach

Frankly, It just looks good and when you go to a restaurant it's the oooh and awwwe factor and it makes customers return. I even do this at home to entertain the kids.
