It means what we are experiencing today. consider this, when this was discussed Paul gave clear examples of what would happen when and if a people followed their sick desires to the fullest, without, heeding Gods corrective warnings.
Mothers would lose their natural desire to be mothers. abortion
Men and women would lose their natural desires for each other. gay marriage
children would lose all respect for their parents and those in authority. schools shootings, as well as killing their siblings and parents
the leaders of the nations would promote and support vial detestable practices. stem cell, partial birth abortion, welfare to stay home instead of working
while condemning the righteous, as in restricting the truth of Gods word with so called hate crime bills.
We are in the latter stages of a reprobate nation.

The Bible says:
Romans 1:28
And even as they did not like to retain God in their knowledge, God gave them over to a reprobate mind, to do those things which are not convenient;

From the greek- worthless, castaway, unapproved, useless.
For me, it is a mind that has just been tossed aside in the sense that "if you don't want to listen, then fine." like the child that just does not want to learn from burning his hand on the stove and wonders why there are burns all over it. Now that child has been told and told and he grows in to an adult. What do you do??
Romans 1:28 talks about the people that SHOULD have know God and refuse to acknowledge Him.
II Timothy 3:8-9 Talks about those that knew the Truth and still stood against it and that we should take it as an example NOT to follow.
Titus 1:16 talks about those that are unbeliever but SAY that they believe but in their actions you know a whole lot better.
Does that help???
God Bless!

God will NEVER give up on anyone. His love and forgiveness is too vast for that. Yes judgement is there, but till our dying day, no matter how much wrong we've done, the opportunity is always there for us to turn around. Given over to a reprobate mind applies to us - humans, when we have done all we could to help someone and they are simply not changing, we leave them be to allow the situation to hopefully get them to a rock bottom place, where they see the need to make a change THEMSELVES, not because anyone is behind them to do it. But even though we leave them be, we should still never stop praying for them.

Trading good for evil. Their minds are switched around to thinking evil is good, and good is evil.
