You can meditate on a full stomach. But, it is better to do it, after you have spent a little time, getting your digestive process going. When, you wait a little while after eating, your meditation will be less disturbed and more focused. In an emergency, when you find you need to meditate, or you will lose control of yourself, then meditate immediately.

can you imagine having a full stomach. just suppose you just finished eating your favorite meal and you (oops!) overate!

now, if you can imagine that...then you are already "meditating on a full stomach". :)
