I have never been to New York but I've heard from my friend in New York. She says February is very-very cold. Some visitors enjoy cold and snow but most of the citizens do not....

If you like to play in snow and enjoy yourself, its a very good time to visit it

For hotels, the prices should definitely be cheaper since it is the coldest month and the chances of snow are greater. But there are many things to do regardless and if you are into snow, then definitely walk around Central Park

i am not going to sugar coat it. it is cold as hell in february. wind chills will make feel like in the single digits, snow, sleet rain, ice all mixed together.

but if you are coming here during valentine's day, then come to the city. there are a lot of deals for valentine day. besides the muesuems having heating

If you like cold and snow..yes...if you don't ..no.

Nothing is really going on so it is probably not the best time. On the other hand NY is always fun so you will not be at a loss.
