Well if you read Genesis 1:1 it says: "In the beginning God created the heavens and the earth." Later on in verse 6 it mentions the water being there, I think the text is implying that the water was created along with the rest of the earth. Just because it doesn't explicitly say God created the water, doesn't mean he necessarily didn't create it. I think the first verse is there to establish the fact that God created the universe and everything in it. Then the rest of the verses elaborate.

Water apparently was part of creating the heaven and the earth... the first part you left out.

2And the earth was without form, and void; and darkness was upon the face of the deep. And the Spirit of God moved upon the face of the waters.

good point, that is worth a star.

bible does not say how or when the waters were created does it? creation just picks up with water already here. i never noticed that before.

according to Genesis water was there before creation, but in a state of Chaos, God just arranged things and separated the water in the sea from the water in the Sky.
