You can by some flea medicine at walmart or even at your vet. They will prescribe you some. For the hot-spots get some neosporn and put it on the hot-spots and they will get better!!

You need to get some proper flea treatment from a vet, like Frontline, Advantage or Revolution.
Are you sure they're hot spots? These are areas of skin infection - the fur doesn't fall out around them but the skin is very red and inflamed, and it oozes. If it is hot spots, you need to see a vet for proper antibiotic treatment.
If there are areas of hair loss or thinning hair and the skin is flaky, especially if these are around the rump area, this is more likely to be a flea allergy. I suggest you spray your house as well as treat the animal, you really need to eliminate 100% of the fleas if your animal is allergic.
Don't use flea collars, they are unbelivably worthless. Don't use ANYTHIING from a pet store - it's all worthless, and some of it is dangerous.

first, give him a bath with flea-off shampoo (A MUST!)
but if I were you I would bring to the dr's. just because of the spots on his body, u dont want to take chances it can get worse or infected. I dont suggest using a flea collar, the best thing is Frontline, u can order online or get from ur dr. u can get it a month at a time, My dog is always out and never has gotten anything.

He needs to see a vet, because even if you get rid of all the fleas the irritation on his skin may cause him to keep scratching and make the skin worse. He may need antibiotics and/or anti-inflammatories to stop the itch/scratch cycle.

Fleas live in sandy or fine grit places so try and get rid of places like that and use other tips mentioned at the links below.

I do suggest that you get your dog to the vet, but I don't see the need to be quite so nasty about it.
