I am 13 and have a size 36D and all my friends are saying you have had them done when I haven't. I have to say they are pretty big is this normal I have tried to hold them in but this did not work what should I do?

It's all about genetics...don't worry so much about what other people think, just dress conservatively if you are self conscious about them.

Everyone has their own growth plateaus.
Some sprout early and some bloom later.
Get your mom to take you shopping for a good "minimizing" bra.
If this early bosom-bloom is not normal in your family lineage, you might consider is the possibility that your milk & dairy products might be triggering this early abundance, which can be very uncomfortable. These days, if you are not consuming "organic" dairy, it tends to be laced with bovine growth hormones that they give the cows to make them produce milk longer. It is also given to the beef cows in the feedlots to fatten them up faster.
Consider switching to organic dairy and meats, or having almond or hazelnut milk on your breakfast cereal.

Everyone grows differently. It may not be average but cannot be said to abnormal. May want to look out though. If they continue to grow it may cause back problems. If you seriously want to reduce them try some exercises for the chest. As breasts are mostly fat, they should get smaller.

it is normal for some girls. I had a frend who was like you and she got back pains from the weight so she had them reduced.
if you dont like them you should see a doctor to see what they can do about them
