There is GIMP the photoshop clone which is completely free though might take a bit to get used to the interface here is a link. which is used for heavy editing pictures.

alternative you can download paint from pain.net it is not the windows paint dont worry but a pretty nice free program.

it is open source and therefore free.
great piece of software, comes very close to photoshop
