Well, if that was his strategy, then he grossly miscalculated and has failed since it is his forces and support for them that has fallen.
The fact is that he attacked on 9/11 to bolster his finances and support. Terrorism gains its money through contributions which spiked following the attack. He sacrificed his base of operations in Afghanistan for that endeavor, again through miscalculation. He had expected more cruise missile attacks which had proved pointless throughout the 90's.
His Iraq and Afghanistan campaigns have proven disastorous for his cause. Support of Al-Qaeda amongst muslims worldwide is down over 50%+ from post 9/11, particularly where they are most visible such as Pakistan and Iraq.
Our military forces have not been depleted in the least. Only our political will has been. Another attack would bolster that and perhaps cause a ramp up in military support and forces. In 6 years of war, we have not raised taxes, not increased the size of the military and not asked the average citizen to give up anything. In other words, we are fighting two wars with a peacetime Army. Imagine the results if we actually asked the people of the US to contribute.

Bin Laden isn't at war. If these terrorists really existed why wouldn't they just blow stuff up in US cities every day? There are so many guns there why wouldn't they just shot up cities all the time. Besides wasn't Bin Laden a CIA operative?

Bin Laden wished to do the most damage possible. By attacking the USA. He guaranteed GW Bush would get reelected, and do the following damage for him.
1. We have limited our freedom of travel.
2. We have discredited the U.N.
3. The cost of energy has skyrocketed.
4. Our military is stretched thin.
5. We have damaged our credibility.

No, you are trying to give him credit for intelligence that does not exist. The man is crazy and has been crazy for a long time.
The US army is not depleated. The US is not weak. We have about 6% of our military in Iraq.
