If she is not talking much that dosen't mean that she does not have something to talk but she is of a reserved kind of nature or probably very serious kind. These kind of girls are very tough to impress as you have to be like her to have her interested in you.
start talking to her with a simple hi, and hows life / studies.
Give her ocasional smiles but just be amoung yourself don't try to engage into a long conversation with her and don't ask her out for a coffey.
read some good books in Physology and have a logical approach towards life. it's like thinking each and every aspect before uttering even a single word from your mouth, and when you speak it should not be like some young boy, it should be like a grown up man with some brains.
Ask her her interest in books studies and life, what she likes to do in her free time and MUSIC the most important thing. DO you like old indian music, like songs by Kishore Mukesh Rafi. If you do, then ask her about her choice and ask for some CD from her collection. The very effictive way of building a very long and steady friendship with those kind of girls.

Make that girl to speak with you, before that impress her, know about her, what she like and unlikes, if you do thinks she likes before her she will try to speak with you, take a advantage there and make her to speak a lot ya.

Easy be yourself, be natural and dont sit and stay quiet, open up conversations, where you can make her involve herself, start stories so she can listen and unconsciously ask questions, or you can definitely ask questions on a one on one basis at least letting her talk and crack jokes , nice jokes to make her feel comfortable and happy...............but don 't forget, this shouldn't be a practice on your part only, let he learn thru you ok?good luck!
