You may be able to claim some council tax benefit dependent on your entire household circumstances....contact local authority and apply
The only circumstances that you do not pay any council tax is if your on pension credit, jsa, income support or have severe learning difficulties or a student

Although its mean, yes he probably would have to pay it because he had the means to. What he should have done is gone and signed on straight away, he then would have claimed rent (if applicable) and council tax benefit, although the money from his savings would probably have not entitled to him to much more in benefits. HOWEVER..... if they take him to court, they cannot force him to pay more than reasonably practical off of the arrears, they will go through budgets. You are unlikely to end up in jail if it's proved you cannot afford to pay. This is the general gist of how it works, I also recommend you seek professional help from the Citizens Advice Bureau. If you are on Income Support
If your income is so low that you are entitled to coucil tax benefit
Also remember that if you are the only over 18 in the property you will get a 25% discount automatically - but you still have to apply for it.

If you have no income at all.
So if you claim for benefits and tax credits, you have an income and you have to claim for council tax benefit if on a low income.

If your claiming job seekers or income support,if your on a low income or single you can get a reduction but its not a lot .earning what your friend does she would still have to pay. been there and payed it!

In your case I think you would have to be on benefits. If you both are sharing a house both of you would be responsible for the full tax equally.

You have to be one of the following:
Scrounger
Asylum seeker
Under 16 with four kids
Out of work immigrant
or
Generally lazy and can't be bothered to work
One of the above and you qualify for free everything including council tax, gas, electric, water, television + DVD, and car with road tax and insurance and petrol.
I pay for all these things for you - it comes out of the taxes that I have to pay because you and the scroats like you think you should have a free ride.
