My target audience is registered voters for the primaries. What are some good hot spots where people will be likely to sign petitions?

post offices. college campuses. rifle ranges or indoor ranges

In front of Walmart

or any big Mall

Talk to the Mall office before you start.

Also, call the city attorney's office. They should advise you on any permits you may need.

Train stations and going door to door and explaining the petitions.

In my neck of the woods, grocery store entrances are a good point. (People have to eat!)

As to permits, check with the local cop desk, for starters.

The local university/college, college kids will sign anything.
