The poor cat got locked out and you did not look for it?
Aside from wearing a little hat that says "I am not a very good cat owner" you should try to keep him warm, ask the vet over the phone what his thoughts are, and simply following what the doc says.
With a few days of being back in a warm home, and food and water it should survive.

Get real. Your cat wasn't lost for 40 years. Maybe 40 days? However, no matter how long your cat was lost, he could be getting a viral upper respiratory infection for which there are no shots. Watch him.

40 years hey, pretty impresive cat! But if the cat really is sneezing and has green snot, it needs oral antibiotics to help it not turn into something more serious.

this cat was sneezing constantly in my back yard for the longest time. so i took him to the docs and they told me he had a disease that cant be cured. so i would check
