Glock 26. Your local gun shop.

The best gun in my opinion is the Springfield Armory XD sub-compact. It does come in 9mm. Better than glock for safety features and overall feel. A lot more comfortable.
Try a local gun shop. Your best bet is to look at as many pistols as you can that you like and see which one fits and feels best in your hand and on your hip if you are going to carry it. Also make sure you take your safety courses and know how to clean, shoot, and handle your firearm before you start to carry. Of course make sure your state is a Conceal carry state also...Practice at least once a month and keep at it. Have fun and shoot safe.

As the others have said, Glock 26. Someone above mentioned a very valid point about smaller pistols being harder to control, this is very true. If you do buy a Glock 26, check with DPM to see if they make a recoil buffer for the G26, they currently don't, but new products are being added all the time. They make a lot of Glock buffers already, so maybe one they have will work on a G26, it never hurts to ask. I carry a compact CZ 9mm CZ P01, they don't offer a buffer for the P01, SP01 yes, they do however offer one for the 75D compact, which is a different handgun than mine, yet the recoil buffer will work on mine. I highly recommend one if recoil is affecting your accuracy.

There is no best for every1 due to personal factors like hand size, wrist strength, ability to absorb recoil, willingness to practice, etc. There are some that may not be desirable due to reliability issues but you wouldn't find that out w/o talking to a reputable gun shop.
As for place to purchase, IMO you should go to a store that has an indoor range and will let you try different brands and sizes so that you can make an informed decision.

Check out the Taurus Millennium PT111. A 9mm subcompact. 18.7 ounces is about as light as you can get. This is a 12 + 1 round gun. Yet it is only 1.125 inches wide. Neat little gun. You should be able to find one for about $350.

Before you make your purchase, I want to impress on you that the smaller the gun, as the subcompacts are, the harder it is to control and hit your target, especially under stress, like in self defense situations, even for seasoned shooters. I am tell you this so that you may not waste your money on something which may not be suited for you.

consider all of these and buy from somewhere you know you can take it back and ask if you have a problem.
