If the vehicle was purchased as "New" it is/was covered under the Ford Warranty.
And New vehicles would still be covered by Fords Lemon policies, regardless of the province law.
If the dealer has not been helpful you should seek assistance from The Ford Customer Relation Center:

If the vehicle was purchased as pre-owned, a lemon law would not be applicable, but Ford warranties would still apply.
The dealer that replaced the engine would still be responsible to warranty their repair.

I would consult an attorney. At this point they have to warranty the replacement of the engine. You dont need a Lemon Law to get them to fix this. If they never fixed the problem, they still have to honor that warranty. Fight, Fight, Fight!!! That is my best advice. If this is a dealer, which i assume it is, you will need an attorney. They usually have their ducks in a row before they will get legal. Also, a second opinion might also help. Preferrably from a more reputable dealer. If this is a shop other than a dealer, they will back down easier. In either case, get a second opinion. A lawyer too.

Forget about the Ford dealership. Make copies of all your documentation of what they have done to your car and all the problems you have been having. Also copy your warranty. Call the Ford headquarters and explain that you have done everything to get someone to help you, that you are very unhappy with their product, and you expect them to make this vehicle right or replace it if they can't fix this one. Then go to your library and find out the corporate headquarters address, and send the copies to the PRESIDENT or CEO of the company. No lemon laws are not an excuse to put out shoddy products. As long as it is still under warranty, they have to honor it, that has nothing to do with lemon laws.

CALL THE SERVICE MANAGER AND TALK WITH HIM AND IF YOU DON’T GET ANYWHERE ASK FOR THE AREA ZONE MANAGER.
IF ALL ELSE FAILS THEN CONTACT THE FORD MOTOR COMPANY AND FILE A COMPLAINT BECAUSE THE DEALER WILL HAVE TO RESPOND BACK ASAP.
