A miracle - the Russian immigration system is the most unorganized mess I have ever come across, there are so many loop-holes, requirements and ineligibilities it makes applying for U.S. citizenship look simple!

Temporary (hopefully) insanity comes to mind. Why would anyone in their right mind want to permanently move to Russia?
