if its microsoft base you can put in your reformat cd and restart your computer, or you can open windows prompt and type
C:/ format c:
it will say
Format C yes or no
type yes
it will ask if you're sure, say yes. and the process starts.

You do not format a computer, you format the hard drive. This wipes clean all the information on your computer which I doubt if what you want.
What password? Login password? Is this a new compuer?
When you come to the password query I suggest you just press enter without entering any words. Se if that does the trick. Otherwise come back with more details.

Formatting a hard drive from a computer will delete everything, including your operating system, programs, music, pictures, etc.
Don't do this just to get past the password. If you're on Windows and you want to reset the password, use something like ntpasswd at http://home.eunet.no/~pnordahl/ntpasswd/

Depends on which password? if it is a system password, you'll need to reset the bios. Formating the hard drive won't fix it.
If its a windows password, sure formatting the hard drive will fix the problem, but just realize, you will lose everything on your computer and will have to reinstall everything all over again.

You need a windows installation CD, simply put it in the cd rom drive, restart your machine, pres sany key to boot from CD, windows installation wizard will begin, follow the instructions on screen to format and install a fresh copy of windows.
I advise to back up all your drivers and files you'd need before doing this.

formatting the drive will erase all the data on it. if you do that there will be no operating system on it and it won't do anything.
