They say that the Israelites are 12 tribes descended from the 12 sons of Israel (Jacob). However, would Jacob's daughter Dinah also be considered an Israelite?

Yes Dinah as the daughter of Jacob was considered as Israelites.Israelites were regarded as a tribes for all of Jocob's sons because it was based on male descendant.If Dinah married with non Israelites her descendants(children)were not belonged to Israelites.
