Well a couple things. First of all how do you know for sure it was their car? Is the paint the same color? Someone, in the time you were gone, couldn't have come in after they left, dinged your door, and left all before you came back? How long is the scratch? How much is the estimate to repair it? Is it within your deductable for insurance?
Here's the thing, you can try to get a officer to take a report but you obviously left the area and it's well after the fact so I doubt they'd do it. You can file a report with the police. Also at the DMV you can look up addresses of people with their plate number I believe. It costs about $20.
Honestly I'd get it fixed and forget about. If you catch someone in the act. Tell them to stop, get their insurance, drivers license info and report it to your insurance and theirs. If they refuse to display call the police.
For this case I'd say it's a little late and just fix the chip.

You should contact the police and talk with them about it and give them the license plate number and then tell your insurance company and see if something can be done. Make sure to tell the police all the details about the way the parking is and all that. And that you copied the number down. Give them all the information you can if you ever expect to get any help. Let your insurance company know about it also. And get an estimate on the damage also. I hope you can get some help.

The first thing is that you have to prove it was done it on purpose for it to be a crime.. The second is that you cannot identify who the other person is you might have the license plate number but don't know who was driving. The third thing is that the damages are below what is considered reportable to the police in the accident category. You are basically stuck with a ding that wont be paid for by someone else.

People are assholes! It sounds like you are conscious of their property, then they swing open their door without a second thought.
You could file a police report, if you are going to claim it on your insurance you can give it to them to find the ******** and make their insurance pay for it. I dunno, though. I know what you mean about the police not caring, having better things to do.
I'd probably just call my insurance company, that's what you pay them for. Ask what your options are. Is it worth it to fix it? If it's through the clear coat, base coat, and to the primer, it has to be sanded and painted, at least $500 for a quality job. Just ask, let them know you aren't claiming it yet, see if they'll go after the ********. That's money they won't have to pay.
Might not be worth fixing, it's like a bumper that bad parkers hit.

Good luck with the police. You should at least report it and see what they are willing to do. Often times if the damage isn't greater than a certain threshold they won't do anything. Be kind and persistent but it is kind of hard to prove if you did not see the damage occur.

If the damage is under a certain amount, the police won't file a report. If it's under your deductible....go after the guy and tell him to either cough up the dough for the repair or take him to small claims court.
