There is, sometimes, a situation in which NASCAR will announce a "competition caution," after a certain number of laps in a race. This usually happens if practice and/or qualifying is rained out, and is mostly to check on tire wear.

Nascar does occasionally put in a "mandatory pit stop". Usually in a track that has just been re-surfaced, or if they are experiencing a problem with tire wear.
Other than the safety issue, I can't think of another reason to black flag a driver and make him stop.

Its a safety issue with a car. If the black flag is displayed to a certain driver because of pit road violation or his car is just too slow he has a certain amount of laps he can run before he has to pit. If the driver does not pit in that allowed time his time sheet will be removed and they will stop keeping time on him. So needless to say if the black flag is displayed to you, you better pit!

Yes if his car is unsafe, like something hanging off of it, or a window net that won't stay up, but that will be followed by a black flag soon if he doesn't pit. You can get a black for a penalty or rough driving, but usually the spotter or crew chief is told first before the black flag.

Most of the ones above are penalties/Black Flags, The only one I can think of is the All-Star Race when they are forced to pit during one of the segments

There are lots of situations but they all fall under the black flag. The black flag means a mandatory pit stop.

What the other two said... safety issue... car too slow(not keeping pace with the rest of the field), something hanging off the car that could fall onto the track, losing oil or other fluids from the car that would create a hazard on the track, etc.
Speaking of rough driving, I'm surprised Montoya wasn't flagged for HIS driving.

Actually, a black flag is for a safety issue with the car. Having to come in for a penalty is something different.

They have forced many drivers to pit in the past for a variety of reasons--Rough Driving--Pit Row Speed Violations and on and on!!!!!!

If you get to aggresive or you car isn't safe they will make you pit. They have to be safe for themselves and the other drivers on track.
