I've always completely stopped...but someone told me I was wrong...who's right?

You have to completely stop at a red light and yield to the traffic with the right of way.

When turning right on a red light, you must come to a complete stop AND yield to all other traffic and/or pedestrians.

Right on red is no different from a normal stop sign. You MUST come to a complete stop.
