you could:
get a rubbish can with a lid that pops open when you push a button,
put the bin where you can get to it but the dog cant,
punish it if it goes near the bin; it'll learn

I have a foxhound, who I swear is clever enough to get into almost any trashcan. I finally gave up spending $$$ on a gazillion types of can and put a liquid laundry detergent bottle full of water on top of the can as a weight. It works for the most part, but if I know we will be out of the house for a while, I take out the trash. Good luck, as my dog just doesn't give up.

Your failed to say if this trash can was in the house or out in the yard. Either way, I would try something like pouring hot peppers ( chili peppers, jalapenos) all over the trash. Then put the trash out like normal. Hopefully, once the dog gets a taste of these then he/she will stop.
The other thing you might think about is to pour vinegar all over the trash and put it out like normal. The vinegar will really stink and tastes really bad.
Good luck as this is a hard habit to break.
Hopefully, one of these two methods will work.

For starters, secure the can somewhere that she can't get to it - in the pantry, in a cupboard, etc. Get a trash can that has a lid on it that can be secured.

If it's an outdoor can, keep it out of her yard or create some sort of fenced enclosure (even something simple made with trellis pieces) to keep her away from it.

That's the easiest way to keep her out of it - but it requires some effort on your part.

Training. There is no substitute for training. A dog can be trained to behave in a manner you expect. Put some time and effort into letting your dog know you are the pack leader and this is not acceptable behaviour. Train train and more training.

Well the logical thing would be to put the trash can somewhere where the dog couldn't get to it. If you leave it out, it's too big of a temptation, don't set the dog up for failure, just move the trash.....

Get a sturdy can with a lock down lid so that if it's tipped over the lid stays on. It's the absolute pits to get up in the a.m. to garbage all over the kitchen floor.

Get some Bitter Apple spray from the pet store, and spray the bin, and its contents.....she will hate the taste, and will soon get out of the habit

I put mine in a black bag and straight out to the main bin out side,I still recycle however they don't get in the bin then,saves grey hairs

Try spraying vinegar, in & around the bin. I find it works a treat. Good luck.
