-Keep the trunk empty and keep the car light.
-Use Bosch Sparkplugs-less than $20 for 4 sparkplugs.
-Buy light wheels. The smaller wheel size, the faster acceleration, the bigger the wheel size, the higher to speed. 17" is a good combination of both. Use low profile tires. Wheels with tires-$400-1500 depending on brand.
These are the cheapest things you could do to make your Jetta faster.

there's no cheap way on that car. Contrary to the person above, a turbo kit with install will be at least $7000 on that car, maybe more. You might could run nitrous but the engine management might not like that and cut some fuel and then you're out a motor. Supercharger will still run you at least that with install and tune.

if its automatic then no point of fixing it up, its still gonna be a slow box on wheels, if its stick - headers, intake, catbackexhaust . take out any unnecessary weight so its lighter

if its a 1.8T than upgrade turbo, downpipe, and intercooler.
If its not, drop in a 1.8T
Also, header, catback exhaust, intake, turbo management system
