Depends on what your looking for.
If you want a date then usual rules apply. Men like skin and attention.
If you want something a bit more long term don't show quite as much skin but keep up the attention. Men aren't that unlike women in that we our own self esteem issues. We want to be sure you'll say yes before we ask.
General Rules:
Smell nice
Fix your hair and nails
Wear something that matches and is flattering to your figure
Makeup is good

BE YOURSELF. Don't waste your time trying new things to attract guys, they aren't worth it. Wear what you like, do your hair and makeup how you like, act how you are. This way, you're letting your true self shine--so that when you do find a guy who is attracted to that, he will like you for YOU, not for someone you pretended you were. There are no "tips" to attract guys. Honestly, if you want a guy's attention, run around naked--but is that you? I sure hope not. The only guys you'll attract that way are pervs. So be yourself, that way you'll attract a guy who is compatible with you, obviously, if he likes you for you. I'm not sure how many relationships you've had, but I'm sure anyone will tell you that the first months of a relationship are all about being good enough and not doing anything stupid in front of your partner. But after that, when people's true selves show, they end up breaking up or divorcing. So skip all that. It's a waste of time.

You can act like a slut and show lots of cleavage. If you are good looking and do that, you will attract 2 in 3 guys out there, I guarantee you, but they will only want to get inside your pants.
If you want a guy that thinks with his brain (as opposed to his "little me"), tone down the slutty-ness but still make yourself attractive. Flirt a little and you'll be fine!

Us guys are pretty shallow, it doesn't take much to attract us, the question is what kind of guy do you want to attract? its easy to get a guy to look and you and find you a sexual object of their fantasy, but do you really want a cave man? or a man with a little more substance? the places you go and the friends you have will be the biggest factor in the type of guy you attract. Trust me, guys are always looking, you just need to choose who you want to look. Men like a whole package, were all the pieces fit. Look nice, smell nice, cute smile, hair is clean and kept, fun to be with, witty, smart, like the things we like, be it music, sports, cars, work.
Stop trying and be yourself, we usually find what we want when we are not looking for it.

first u gotta love urself and be confident in order to attract a guys attention coz no guy is gonna look at a girl who has issues with herself.
then u need to act like a real 'lady' around him. talk sweet, smile as much as possible without over doing it, be polite and girly, and go away just at the right time so you leave him wondering : 'who is this sweet girl'.
its always good to let guys wonder and leave question marks on his mind coz once a guy knows everything about you, he'll loose interest.
and dont ever make him feel like ur available whenever he wants you coz then he'll make other things his priority thinking u'll be there later on anyways..
trust me, go by these simple rules and no guy can never resist you!!! :)

Keep talking to them, if you run out of stuff to say just start the randomizing, this will show you that you are intrested and this will attracked them. Smile at them...I have fell in love with girls I didn't know becouse of a smile. Dress nicely, be nice. I hope this helps you put out the vibe.. You do this and I'm sure you will be fine. ;)

And ignore the fools who tell you things like "cleavage."

Go to places where you will find the type of guys you like and strike up a conversation with one you take an interest in. Just talk a bit, don't rush it. I don't know..maybe that will work? (I am a guy)

A smile is to flirting as air is to breathing! Your smile is the biggest tool.
A sense of humor has always worked for me. Intelligence DOES count - you don't want to attract a real knuckle dragger, do ya?
Oh, you don't need to open that extra button on your blouse either, you want him to be attracted to YOU, not just your bod, but it wouldn't hurt!
