What is considered low pressure steam varies from industry to industry. So I don't see how you can expect an answer to this.

In industrial applications, 50 psi steam is considered low pressure.
However in restaurants, laundromats, residences, etc., low pressure steam is anywhere from 5 to 20 psig

Low pressure steam is used for domestic hot water and secondary hot water in commercial buildings. I manage 2.2 million SF of office space and all of our water heaters and space heating is done with 5 psi steam.
