Could be allergies, skin infection, hormonal problems, mites. See a vet if you're sure it isn't fleas.
How do you know it isn't fleas by the way? You don't always get bitten by them yourself, or see them running all over your animal. If you haven't used proper flea treatment, it's quite likely he has fleas.
Test him for fleas. Comb him with a flea comb and look at the hair on the comb for little black specks; these are flea dirts (poos) which people often mistake for just regular dirt. Put them on a wet flannel - they'll turn red, because they're digested blood.

It could be food allergies, dry skin, environmental allergies, mange, or none of those things. Plus, your dog could be allergic to fleas... that would mean that just one bite could cause itching and scratching even if the flea was killed by whichever flea prevention you are using. I would take the pup to the vet if the itching is excessive.

I agree, it could be allergies.
But my dog had the same thing, and she's not allergic to anything. It turned out that she had red spots on her. They're called sun spots or something like that. If your dog has little red spots, than this could be it. Our vet said to put some neosporin (sp) on her, because it would help.
But I do suggest taking to the vet one time soon and make sure.

allergies,, skin irrations.. try rubbbing baby oil, or baby lotion on the pup or take to the vet for some lotions and shampoos.

if not fleas or ticks, it is probably dry skin. it would help to know what you are feeding.
