It doesn't qualify as a low-calorie food because, although there are only 5 calories in a serving, the serving size is usually one or two pieces, a very small amount.

As to why they state that on the package- probably so they wouldn't get sued by some crazy person who tried to use gum as a diet food. People will sue anyone for anything.

The gum company doesn't want you to rely on gum as a food to eat. Its not a food, just gum.
