Yes. Because, after completion of your studies you will receive a commission. All commissioned officers of the armed services are U.S. citizens by law.

Yes, except for a very few cadets from other countries that are sponsored by their home militaries to attend US academies. Not many, and not necessarily every year or for the full four years. After attendence they return to their home military. (Similarly, a very few US cadets attend foreign academies.)
