I am talking informally in this letter (using the tu form).....
Estoy honrado en conocerte. Primero me gustaria decir felicitarlo por escoger esta universidad.

Question: Do I say "felicitarLO???" I wanted to say that first I would like to congratulate you for choosing this university.
p.s. I cannot place accents right now but i know where they go..!

Correct traduction:
Es un placer conocerte. Y te quiero felicitar por haber escogido esta universidad.

"Primero me gustaria decir felicitarlo por escoger esta universidad." - There are a couple of ways to communicate this idea.

"Primero, me gustaria felicitarte por escoger esta universidad" means "First, I would like to congratulate you (te) for choosing this university. and -

"Primero, me gustaria decirte felicitades por escoger esta universidad." which means "First, I would like to tell you congratulations for choosing this university."

You say me gustaría felicitarte. You don't need
decir either. Felicitar = to congratulate someone.
