What does "can't scan to email" mean?

Do you mean print an email? If so, you don't need to change anything. Open the email you want to print, click File > Print, click OK.

If you mean scan an item & attach it to an email, here's how to do that. Scan your item & save it to your computer where you can easily find it--usually into the My Documents folder. Open your compose email & follow the attachment process, navigate to the scanned item, click it, click Open, finish your attachment process

Ok two ways to get there, Lets go with the Internet explorer way. Got to Tools>internet options>programs tab and make sure that you have Outlook Express as the defualt male handler, should fix it, ONLY if its been changed by american online to reflect one of there e-mail programs. If thats not the case check to see what else you might of installed that might be conflicting with this.....
