Are cops allowed to mark tires with chalk so that they can give speeding tickets later? I would think if that person had not violated a law the cops should have no reason to touch their car. Is this the case? Also, what about cops marking headlights with soap outside of bars so other cops on the road know which cars are leaving bars?

Yes it is perfectly legal for the Parking Enforcement Officer to mark your tires with chalk, and/or to use soap on the lens of your headlight.
It isn't permanent nor is it damaging.
It is also legal for them to put a boot on your car when you don't pay for your parking tickets.

Probably not, though that may vary with jurisdiction. Most of the time, the chalk is used to mark time for parking violations.

As far as the soap on the soap on the light, I doubt another officer would be able to see the soap on a light while driving.

Also, a cop parked on the street near a bar would be able to observe a bar patron leaving the bar and getting into a car, so what's the difference?

Also, chalk on a tire wouldn't make any difference, if the driver isn't speeding.

So, in the end, what's the big deal? Don't violate the law and you will have no problems with the officers.

The cops usually will mark parked cars in order to give out parking tickets. What will usually happen is the traffic patrol will mark a tire (usually the left rear tire) with chalk and then note what time they marked the cars. Later the cops will go back and check to see if there are any cars with chalk and compare the time frames to see if any cars have been there longer then the posted time frame. Then they'll issue a ticket. But it's not like they're chalking tires for any other purpose

You obviously are not familiar with driving, laws, or even the laws of common sense.

You get your tires marked with chalk by meter maids, so that if you park there too long, you can get a parking ticket. It has nothing to do with speeding.

Think about it. Just how would a police officer be able to see a chalk mark on a tire in motion?? IMPOSSIBLE!! Duhh.

A police officer can touch your car, or search it and you for probable cause.

Insofar as headlights being marked with soap, again, try to use your head. Just how would this be noticeable to another officer?? Perhaps if the headlight was marked with black paint, but soap??? NOT visible!!!

The cop was marking your tire with chaulk to see if the car has been moved not to catch you in a moving violation. Cops used to mark headlights of vehicles parked at a bar a park down the street until they spot the diplaced light and knowing this car was at the bar would pull it over to check for DWI. This is entrapment the first is not.

Never heard of the soap, but chalking tires is an old practice for parking violations.

The police have no right to chalk your tyres unless they have stopped you for a stop check and found that a tyre or tyres are on there limit or could be dangerous and they warn you to get it sorted as soon as possible. If another copper see's these chalk marks he can pull you over and tap in your reg and find out when you where warned about the tyre.
