If most people in an Islamic state are religous and 'morally superior', then why do such states require a morality police?

Muslims are not morally superior to others, whether the others are of faith or not. Most people in an islamic state are religious because there are benefits being religious, and/or penalties associated with not being religious.

This does not mean people in islamic states do not commit crimes just as much as in other states.

As a Muslim i dont consider myself "morally superior" to anyone. We all make choices on how we live our lives you, yours and i, mine. There is no state on earth without sin or any person for that matter Muslim or not.

Yes, I'm sure morally superior people go around bombing others as well as themselves.

This remark in no way insinuates that ALL Muslims are bombers. No religion or person is superior than another.

why assume that we need religion to be moral? as an atheist i find that offensive to the natural morality of mankind

There is no concept of a "chosen people" or a God that is exclusively for one group.
