I have dark brown almost black hair, blue eyes and not fair skin but not dark like in between o & i only tan in summer... if that matters...

Okey-dokey, I will bite! You say Ukainian...so that would seem to imply Chinese also. Remember from your history books when the Chinese hordes ran over most of Russian and Eastern Europe? :Most people tan in the summer, unless they live some where near the equator, where it is summer during much of the year (if rainy season is not counted as summer).
Do a DNA test, as one from www.familytreedna.com to find out for certain.

im guessing either mediterranean or eastern europe. however, since you say dark hair and blue eyes you might also be welsh. welsh people tend to have slightly peculiar traits like dark hair and light eyes or blonde hair and brown eyes. my father is welsh and he has dark hair, blue eyes, and tan (for a caucasian person) skin.

Unfortunately, you cannot find out your ethnicity based on looks alone. Some people may say that you "look" chinese, for example, when in reality you are korean . The best way to find out is to ask your relatives about your family tree.

We have no way of knowing what your ethnicity is based upon your description. You could be anything.
Ask your parents where their grandparents came from, and that will help you know a little more about yourself.
