Traditionally you "floated" a scoop of vanilla ice cream on top of the root beer soda.

For the same reason a coke float is called a coke float. It has icecream floating on the top.

It's not really the root beer that floats, But what you put on top of it will, like ice cream, or whip cream. YUM!
