Using a photo editing program the top layer of a color photo is turned to black and white, then the area is erased over the part you wish to see in color. This exposes the colored layer underneath.

The only thing I can think of would be adobe photoshop 8. This is not free softwatre as it costs 800.00

I find that Crayolas work best, just my opinion.

why would you want to do that to a photograph? it will only make it look tacky and cheap.

You can do it in Photoshop or any other high-end image editor but please, please don't, 'cause it's been done to death.
