God doesn't exclusively create Christians, God creates all men.
People can choose to be religious or not. He rules them both, knowingly and in complete ignorance.
Those who know God know free will. People who distrust God, distrust all sorts of things.
The truth cannot lie. Ignorance of the truth will lead to unjust beliefs.

Do people exist that do not believe in Jesus? the answer is yes. Is it possible that somebody could go to church and at the same time not believe in Jesus? The answer is yes.
Can someone celebrate christmas and not believe in Santa Claus? The answer is yes.

He does not do anything out of His character. So, the answer is no. Free will can do that to anyone though.
