God doesn't exclusively create Christians, God creates all men.
People can choose to be religious or not. He rules them both, knowingly and in complete ignorance.
Those who know God know free will. People who distrust God, distrust all sorts of things.
The truth cannot lie. Ignorance of the truth will lead to unjust beliefs.
