sorry i´m probably being a bit dim but I couldn´t tell if you had any of the items after chocolate chips of not. If you only have the first three items you are a bit stuffed really and if i were in your position i´d probably just eat the chocolate chips. although you could borrow an egg and some milk of a neighbour and make chocolate chip pancakes.
equal quantities( weight wise) of egg, flour and milk. whisk together and chill in the fridge. heat some oil or fat of some kind a a frying pan until really hot then pour in a small ammount of the flour mix. when cooked on one side (it will start to come away from the pan) flip over and top the cooked side with chocolate chips and allow to melt. fold the pancake up and enjoy.

If you have any baking powder or baking soda, you could make some shortbread cookies with your flour, sugar, butter and even flavor them or frost them with your chocolate chips. Search the web for a nice shortbread cookie - very easy to make.
I'm assuming in what you said that you have no brown sugar but you do have the butter, soup, vanilla, etc. Not that you don't have brown sugar, don't have butter, etc. Didn't see any eggs in your list but if you don't have them and you do have some mayonnaise, you can use that in place of eggs and some of the fat called for in whatever recipe you choose.

WIth your ingredients I see one of the best meals of all time. Grilled Cheese Sandwich with Hot Soup. You did not mention what kind of soup, bread or cheeses that you have, but to dip the sandwich in the cup of soup and taste everything all together is what we all live for. You could whip up some simple sugar cookies for dessert too. Hope this helps

brush the bread in a little butter add choc chips and sugar and add adash of milk, put in the oven for a 20mins on a low heat and you got a quick bread and butter pudding!
You could just heat the soup up and butter the bread and have soup with bread!

Make some soup, add some spices (oregano, salt, pepper, etc.) Cut up your bread into small cubes and drizzle with olive oil and top each cube with some cheese. bake in the oven. Add these new croutons to your soup.
