Sounds like an interesting project. Are you doing it for a company's training program?

I would start at the FAA. There is a program called cta fos that does similar training.

go to FAA home page on the web-site. the answers are there.

If you want call your local FAA-distrcit Office, they can answer all of your questions.

In short Cat A is able to land with all equipement working, if not then it Not CAT A.

In Short CAT B is an aircraft can land on insterments if everything is correctly running as above it can be down-graded to CAT A requirements.
