my friend cant find her drivers learner permit
how can she get another one

You go back to the DMV and start the process all over again, paying the fees and taking the test. (In most states).

do you mean she simply misplaced her permit? some states you can just order a new one online for $15.00. some states you have to go back to the DMV to ask for one. she'll have to tell her parents. she can't drive anywhere until she gets a new permit because if she gets pulled over with no proof she will be ticketed and i'm pretty sure her parents will too.

actually i think that the DMV keeps a record of if you got one, just ask for a replacement!... it costs something.
