I don't believe that the "Army Dress Blues" have been officially declared as "The" dress uniform yet as some overly "high paid" officials were still debating as to what color shirt was to be worn with the uniform.
E-4's and below will wear trousers without the gold striping on them.
The Dress Blues will remain as the official "Formal" uniform with white shirt and black tie.

The real answer, some general decided he had to make his mark on the Army,
And what better way to do that, than change uniforms.
The Army has always had dress blues.
Just most could not afford them. They were an optional uniform.
So now they are just making the dress blues, the regular Class A uniform.
They will down grade the material the dress blues are made out of, to the level of the Class A uniform.
Think of the Class A green uniform as a $300 suit and the dress blues as a $600 suit.
Well now they will make the dress blues a $300 suit and do away with the green class a's
They will probally end up having a light blue shirt for the new blue class a's like the air force wears.
And reserve the white shirt for formal occassions.
Of course after all this is done,
Then someone will decide that the Army enlisted need a new optional dress uniform.
And they will design a new uniform to replace the dress blues.

The Army has had a Dress blue Uniform for many many years. It was always the Formal Uniform.
The uniform that one would wear instead of a Tux. So they got rid of dress Greens, Good because most never had a chance to wear the Dress Blues because they were not an issue item, and they are one sharp uniform.

The army hasn't switched to the blues as the dress uniform yet, but will start issuing them to soldiers at basic training sometime in the next year or two, I believe. They are switching to the blues to cut down on overall cost to the soldiers, as they will only need one dress uniform. They chose the blues based on research into what the majority of soldiers wanted. It's basically a matter of opinion which looks better, but the choice to switch to a single uniform was supposedly to save soldiers money and hassle.

The Class A uniform is Green. The Dress Blue uniform is Blue. They are used for different occasions.

The Army is getting back to its roots. Blue uniforms have been worn much longer than the green uniforms that have been worn for the past few decades. This "new" dress blue uniform has been around for many years; it is simply replacing the green you are used to seeing.

Some units continue to wear these historic uniforms as their Formal uniform. They have not replaced the service uniform you are describing. Personally I like the historic ones.
