I have a little **** zu, about 2 years old. Everytime is rains he seems to be sleepy and not very motivated. He hates walking in the rain, so i don't walk him for very long, i walk him long enough for him to do his business. Well at least a pee.

its prolly warmer in your house then...
and rain is a type of white noise (vacuum, t.v. fuzz, rain, tattoo gun, washer ,dryer ect...) that can make every one tired... it will knock a baby out... (if the little one gets fussy... use one of the afore mentioned objects (well i dunno why you would have a tattoo gun....but) like run the vacuum or turn on a fuzzy channel (not saying you have a baby...its just useful knowledge...)

as with humans, dogs sleep cycle is partly regulated by melatonin. Light "burns off" melatonin making you(or your dog) less sleepy. On overcast days there is less light and this is one major reason why we/and dogs feel sleepy. Interestingly, the amount of melatonin also lets animals know what the seasons are in order to subconsciously let them know when to breed- some believe is also effects what type of coat they have and when they shed.
as to not wanting to go into the rain (in addition to feeling sleepy and lazy) he probably just doesn't like the way it feels or senses your apprehension about walking around in the rain or he fears electrical storms.

First, dogs don't like getting cold or wet! More importantly for a small dog is that the rain washes away smells. Your **** Zu doesn't want to be Great Dane fodder, and really can't smell what is around, so chilling at the house is the safest.

well, like humans, animals tend to get lazy at rainy days. It's cold outside, the hypnotic sound of the falling rain, and the urge to just lay down under the blanket on the TV couch with hot chocolate/coffee/tea watching your favorite program. I mean, rainy days are the perfect days to get lazy! Also, dogs HATE the rain. Well, at least my dogs do. Warm blooded animals don't depend on the weather for blood heat so I guess that's it. Hope this helps! :]

LOL. Probably for the same reason I do--nothing much to do on a rainy day and the noise from the rain is soothing. So I just sleep the day away until something interesting happens.

My Jack Russel does it too. She will lay inside all day and I swear she is pouting. She has a doggie door, but she will only go out to potty.
My Min Pin on the other hand will keep playing about unless it is very very cold or it is a hard rain.

I don't see anything wrong with that. I wouldn't want to go for a walk in the rain either, and rain can make you feel down. It's psychological, and quite common.

He doesn't want you to think he needs to go outside, so, as long as he's asleep - he won't have to go out in the rain. He knows he can't go out and play - how better to spend a rainy day?

I bet your dog is just relaxed by the sound and baromatic pressure from the rainy day. Lots of people like to do the same. My foxhound gets rather lazy on rainy days too.
