A very safe and easy one to use is CCleaner. It not only deletes files but can clean up other parts of your system to (most recently used file list, browser history, cookies, etc.).

When you install it creates a context menu on your Recycle Bin so instead of just "Emptying" the recycle bin you can CClean it. That process overwrites the old file location to ensure that it is gone permanently.

CCleaner is free software that has not viruses, spyware or other malware. Find it and other free software here:

The only was to really permanently delete files is to reformat your hard drive, several times. If you delete a file or three, run Disk Defragmenter; it will move all your files (and, in the process, overwrite your deleted ones).

Most operating systems use journaling file systems and temporary copies of files that make 'reassembling' files that you have 'deleted' easy enough.

If you need to have military-grade secure deletion of files, you would need to format your computer's hard disk drive several times.

If you are the only person who has physical access to your computer, and you just want to delete files so that they can be over-written by new files, you can skip the Windows Trash can by pressing the Shift key as you delete files.
