Depends where you are. It's not possible in the UK (although illegal veterinary suppliers do exist - but it's a criminal offence to buy from them, and most are very dodgy indeed). Certainly in some states of the USA, you can buy Frontline in Pet shops - I stocked up when I went to Texas on holiday, it's also less than half the price that UK vets (the crooks) charge.
Some people in the UK in your situation ask friends whose cats have recently been to the vets to pick up supplies for them - although I am not recommending this either, since I could probably be locked up for doing that, too...

Frontline plus is now sold over the counter at any local pet store. Just make sure that you buy the frontline for cats. It is only 1 size for all of them. And if your cats are strictly indoor and never let outside, you don't need to be concerned about their shots. If they aren't exposed and are at low risk they won't get anything.

If you have flea infestations, you may be better off using Advantage rather than Frontline. There are too many cases reported with sickness and violent reactions using Frontline on cats. Read the reviews below from Amazon as this is typical.
You should not have to worry too much about shots as long as you keep your cats indoors.

You don't have to have vaccination proof or have even had your pet seen by a vet to get frontline. Only hearguard, the heartworm prevention is by prescription, they have to have had a heartworm test in the past year to get a prescription. But you can go pick up frontline at anytime even if they have never seen your pet.
