Well, all these dogs pretty much bark a lot but you can break him of the habit with some obedience lessons. I personnally hate Chihuahuas because they remind me of over sized rats and they tend to have some medical problems.
A mini dacshund should do fine in the winter or you could get him a little sweater or something. But they also tend to have some medical problems that could be pretty expensive.
A shih tzu does good in the winter with the long coat but it takes some grooming every day which I personnally mind. They don't tend to have too many medical problems but you have to shave him every summer.
A pug does have some medical problems but they bark the least. They do not like it cold because the have short hair but again you could get him a swaeter to waer when he is outside.
Lastly a Yorkie bark the most because it is in their breed to bark Yokies are rat hunters so if you have a problem with vermin that could work out. They do not have any bad medical problems that I know of. The summer shouldn't bother themtoo much and the winter shouldn't either.
But i personally suggest getting one from the pound and save a life. You will feel good afterwards.

Based on your criteria, I'd go with a pug. That breed would bark the least. All small dogs are inside dogs, so the climate shouldn't be a major factor. My second choice would be the shih tzu, just take him to the groomer every 4-6 weeks and get a clip. Most people don't want to deal with the daily grooming associated with the long coat anyway, but they are a good sturdy little breed and would be less affected by cold than chihuahuas and mini dachshunds which can be major barkers also.

Chihuahuas are notorious for barking and I'm not sure they'd fair well in the cold. I have a long-haired mini doxie, he used to bark a lot but after some training he's not as bad. I've heard that the temperment of the dog can depend on whether it's a short hair, long hair or wire-hair so that's something you might want to look into. I can tell you that the long-hairs obviously shed more though. As for the other breeds I don't know too much about them.

We had a Chihuahua and it was not very barky, although I imagine some could be. Very good dog and was very trainable. We now have Toy Fox Terriers, both about 5 lbs, and both very wonderfull pets. They do dislike the cold, but not as much as the chihuahua did. All the small dogs I have had barked if someone was coming to the house or another dog went by. None of them joined in the barking of other dogs they heard, just ignored it. Good luck, i'm sure you will be very happy with your new baby.

I have had a chihuahua. He was very vocal and he hated the cold, even in Tennesse. I now have mini doxies (both rescues), and they actullly love the snow. They tunnel in it! I don't really know a lot about shi tzus or pugs, but all the yorkies (3) I've met hate being cold. They often sit right in front of the heater or fireplace, and I knew one who would not walk in the snow at all.
I know I didn't totally answer your question, but I hope it helps a little.

just to let you know those types of dogs all bark a lot. No matter what type you decide to go with, you have to make sure you understand that when you decide to adopt a dog, they are a huge responsibility. When they get sick, you have to take them to the vet. when they are hungry you have to make sure their bowls are full. when they start to have problems urinating, barking, and other behavioral problems, you have to do what you can to help them and not get rid of them because you dont want to go through the trouble. Also, u defeinetly want to spay/neuter them! It will save their life!
good luck
www.animalplanet.com has some good literature about dog breeds.
I only know this just because my mother in law has a pug....they shed A LOT OF HAIR!!!!!!!!!! Be prepared!

I wouldn't suggest a pug unless it was a inside dog. They don't do well in heat do to restricted breathing. A friend of mine lost her pug to heat when it was left outside accidentally by the dog sitter. Pugs are super cute and they have big personalities. But they are also disgusting little animals and they have big dog syndrome and bark alot.

Properly I'm a boy but I consider on us boys, short hair is actually always better. Long hair doesn't ALWAYS show a sign of dominance. A person see most other guys with long hair that doesn't look like they can fight. For example there will be a boy in my school along with very long blonde hair.
