Before you can make that determination, you have to define the mission parameter and assign the appropriate aircraft; whether it is a "F"ighter or an "A"ttack aircraft.
The A-10 Warthog (Thunderbolt) was and is a very aggressive and versatile "attack" aircraft for close air support and fire suppression; but also was quite capable of long range reach out and touch somebody capabilities.
The F-16 is another great example of a multi- role fighter which now serves as an attack aircraft (wild weasel); as does the F-18.
While on paper the F-22 is indeed the next generation fighter; the jury is still out. It has seen no combat sorties to be able to make any kind of logical assessment.
So again, it boils down to mission parameter and aircraft assignment. Personally I wouldn't want to be on the ground when an F-15 Strike Eagle makes a low level attack run at full burner; you would have no eardrums, and after the munitions detonated, you wouldn't have anything else.

It depends on your criteria. Do you want versatility or just able to shoot down as many things as possible? and etc. etc.
For me personally, it's the USAF F/A-22 Raptor. It's stealthy and maneuverable... the perfect combination for a fighter aircraft.

the fairchild A-10 cant possibly be the best fighter because it carries the "A" designation making it an Attack aircraft. fighters carry an "F" designation with the acceptance of the F117 which is actually a bomber. my money is on the FA-18

It's got to be the A-10 aka "warhogs" these jets were used in desert storm and are being used today also, the U.S airforce wanted to discontinue use of these fighters during desert storm, but when they seen the planes coming back from firefights with half their wings missing, and riddled with bullet holes, but yet they were still flying the military decided that they were an asset and decided to keep them.
