Hi MizzBaby, any dog can be vulnerable to falling down stairs and the consequences are the same as for humans. Best keep him off the stairs until he gets bigger.

Well, does you stairs have carpet or not? If they do, then do not be worried. He maltese should be fine. The carpet will act like a grip for her. If they are not carpet, I think you should et the dog get used to the house. He needs to get used to the type of floor you have and how to steady himself on it. After he has steasied himself, open up part of the stairs fro him and see how he does going up and down. If he does fine, the you will be okay.

If you are getting a puppy, then yes, you will need to close off the stairs with some sort of barrier so she won't fall down them. If it's an adult, it's perfectly capable of coordinating itself up and down the stairs.

No, she will be fine on the stairs.

My papillon does fine on stairs, and I've had toy poodles before and they also did fine on stairs. (Although one of the three poodles refused to go on the linoleum stairs because they were slick and scary to her and would only do the carpeted stairs.)

EDIT:
I do agree with Ibiza, if it is a puppy, you may want to keep it off the stairs until it gets it's coordination about itself. Especially if the stairs are steep and/or slippery.
