When I first bought this SUV 6 years agi, it was registering 16.8 MPG. Then after 6 years of use, it started registering 15.4 MPG. I even believe its lower than 15.4 because I only drive it from home to work and vice versa, which is 11 miles a day, and yet I have to fill the gas tank every week. I take a good care of my car and I change the oil every 3000 miles. I heard that tuning will help icreasing the GMP. Is that true? If not, what do you suggest?

Before throwing money at this, have you tuned it lately? Do NOT USE Bosch four electrode spark plugs!! Had to try it and my 4 liter HATED them. Have had good luck with split fires though.
15.4 in stop and go may not be impossible. Can you find a better route to get the speed up/
You did not say how many miles you have, or engine, but the oxygen sensor can "Get lazy" and not throw a trouble code, but hurt fuel milage. Try a can of injector cleaner and injectors have VERY small holes that can clog resulting in a poor pattern on some cylinders.
Check the compression of the cylinders for a leaking valve seat and sealing ability.
Long shot, install a pressure gauge to the fuel rail for the fuel injection system. You should see up around 50 PSI on these later engines.
Air cleaner clean? Don't waste the money on the low restriction high dollar conversions for the filter. Have checked this on a dyno and there is NO difference,,as long as your cleaner is clean.
This is where I would start.

When was the last time it had a tune-up?

Replacing all of the tune-up parts will improve the MPG if you missed one on the recommended service interval.

Another way to help your fuel economy is make sure your tires are inflated to the correct pressure. The recommended pressure for a tire is stamped right into the sidewall of the tire. Do not inflate the tire past the maximum pressure, that number is also stamped into the sidewall. You can gain a small increase in MPG by inflating your tires to a pressure higher than the recommended, but less than the maximum. The downside is that the ride will suffer from it.

Another way to increase you MPG is to switch your truck to synthetic lubricants. The gains will be small, but they are measurable.

Also figure out the MPG on your own. The factory system is not the most accurate in the world. I have the same system in my Chrysler Town and Country, and it measures about 1/2-3/4 a mile lower than actual.

Change the spark plugs if you have >75,000 miles or more. Remove the intake boot and clean the throttle body with spray. Replace the air filter. This increased the fuel mileage several mpg on our '99 4.0l with about 110,000 miles (original plugs). Wife now gets about 18 mpg local, 21 highway. Some gas has 10% ethanol which will give you less mpg also.

Part of your problem is the short trips you take. Like my truck yours do not get warmed up good before you get to your stop more that 1/2 the time. This is why you need more frequent oil changes than thoose that do longer trips (your changes are at good times though). But a change of plugs and the timing checked will help but do not expect anything special for an increase. Sounds pretty normal to me.

new tires, new oil, new airfilter, new exhaust system, less dead weigth in the car (like the stuff you have in the car but never use). In more extrem cases a new electronic control system of the injection system or new injectors. My car (a passat from 2000) registers 35 MPG so a change of car could help.

i think the tuning wld help i mean it has to but i have had the same prob in my ford it registered 19 in the begining now its down to 17 so but it could be little factors though your driving style air in tires or maybe the route it might have nmore trafffic lights

There is nothing you can do, these vehicles are known for getting very bad mpg's.
