There are a lot of factors involved. Is your dog small? Small dogs tend to have small litters. Another possibility could be that only one egg was fertilized. This could have resulted in breeding her at the wrong time, or artificial insemination can sometimes result in less puppies than you hoped for.
If you wanted more puppies to make a larger profit however, breeding isnt for you! Please take your b!itch and spay her!

A lot of factors come into play that determine how many pups are born , if she was bred to early or to late in her heat cycle it reduces the number of eggs fertilised , It also depends on the health of the female. Maybe she has cysts on her ovaries , or had an unhealthy uterus or she could have .thyroid problems, She could have absorbed pups. if she has some K9 venereal diseases like brucellosis they can cause poor litter sizes .
The male dog may also of had poor sperm quality, The breed of the dog also affects the number of pups produced , some breeds only have 1 or 2 pups.

Maybe she was not mated at the optimum time, maybe she reabsorbed part of the litter, maybe no obviouos reason. It's not unusual, happens all the time
