There are astrophotograhpy de-convolution programs that do this sort of thing. You need reference objects that are known to be pinpoint objects (stars are used in the astro programs). This is rather specialized for astro photography use.

With common tools, you can use the unsharp mask (Photoshop and other image editing programs have unsharp filters) to slightly improve the clarity of images. Unfortunately, the magical image enhancement you see in Hollywood spy movies doesn't exist.
