For me etiquette has to do with manners and protocols. Most of the questions posted on the etiquette site here have nothing to do with etiquette.

Basic moral values are all about doing the righ thing.
Etiquette is more about poncy social class rules that aim to only include 'those in the know'. An obvious example is sitting down to a 6 course meal and using the 'wrong' spoon. It is all about exclusion and keeping the riff-raff at bay.
Basic moral values mean you don't care what spoon people use as long as every one is enjoying themselves and care about on another.

Etiquette is all about the way to behave in a a particular social environment when in company. For example not to put your elbows on the table when eating and not to kiss the queen when you meet her.
Basic moral values are what every person should have. Knowing right from wrong. Everyones idea of basic moral values are different. For example some people think its ok to steal from others, but generally people believe it is wrong.

Etiquette is a code of conduct designed to ease out passage through day to day life. Moral values may include etiquette but go far deeper and is about what you can do and should do (there is a difference) etiquette can be used to further moral values but is always subservient to them

Etiquette is an accepted way of behaving (i.e. manners) that are designed to make the OTHER person feel comfortable in any social situation. They are dictated by accepted customs of the society, culture and/or social group that you are in.
Values can also be dicated by your culture but they are not a behavior, more of an "idea" of what is acceptable or not.
Values can influence etiquette but not the other way around.
